Position summary: 

Responsible for ensuring that all billing operations are conducted in a manner that is consistent with overall company protocol and is in compliance with Federal, State, and contractual requirements.  Reviews and analyzes tariffs, rates and billing practices and advises Business Line Managers and Senior management on best options available.  Maintains the integrity, timeliness and accuracy of billing and its related processes, controls, analysis and reports.  Position is responsible for supporting a variety of billing scenarios for Hamilton’s various business lines.  Position will also collaborate with Business Line Managers and Senior Management, and recommend/provide feedback for improvements to policies and procedures.

Essential functions:

• Analyzes tariffs and otherwise regulated billing guidelines and recommends strategic approaches that maximize both compliance and financial outcomes.

• Researches Federal and State cost support programs to ensure compliance and look for new and/or expanded opportunities as appropriate.

• Works collaboratively with Business Line Managers, Senior Management and other stakeholders to establish billing objectives and implements/executes projects to achieve these objectives.

• Reviews, analyzes and applies tariff and price list development for telecommunications services with Business Line Managers.

• Establishing and documenting procedural and technical improvements in billing processes. 

• Establishes lines of communication with other departments to resolve billing problems and situations.

• Performs hands-on billing functions as necessary.

• Oversees Intercompany invoicing to ensure timeliness, accuracy and completeness.

• Proactively seeks and identifies enhancements to existing billing practices.

• Leads and directs the work of others to achieve objectives of the company.

• Audits methods and procedures of billing to improve efficiency and ensure compliance/conformity to company and government requirements and regulations.

• Assists with the preparation of any reports, including those reports necessary for governmental entities which regulate or oversee telecommunications operations.

• Participates with other departmental staff in the completion of a wide variety of projects, as requested.

• Assist Controller in documenting formal accounting policies and procedures manual for all companies.

• Performs other work-related duties as assigned.

Preferred education, experience, and skills:

• Bachelor Degree in Business Administration or Accounting preferred, or possess equivalent work experience for the duties described combined with Associates Degree in Business Administration or Accounting.

• Telecommunications related experience is preferable, but not required.

• Must have a willingness to delve into a problem and understand the root cause.

• Superior analytical, decision-making, and problem solving skills.

• Proven ability to perform at high levels in a fast-paced, ever-changing work environment.

• Must possess the ability to build relationships of trust and respect.

• Experience with accounting and/or billing software systems.

• Ability to organize and prioritize work and to meet deadlines.

• Proficiency with spreadsheet programs (e.g. Microsoft Excel).

• Strong written, verbal, analytical and interpersonal skills.

• Proficiency with computer terminals, keyboards and calculator.

• Ability to read, write, speak and understand English well.
