Position summary:  Manages a team of software and database application developers and support personnel.  Improves business intelligence and processes and supports critical business strategies by managing the development, implementation, and maintenance of business applications systems and databases.  Allocates team resources and monitors deliverables to ensure client needs are met successfully and in a timely fashion.  This role requires understanding business strategies and how data is used to accomplish those strategies. 


Essential functions:

• Assigns internal and contract personnel to various projects and directs their activities; reviews, and evaluates their work and prepares performance reports.

• Confers with and advises department personnel on administrative policies and procedures, technical problems priorities, and methods.

• Keeps business line clients informed by ensuring that project management reports, performance reports and database, and software application development progress reports are developed and maintained.

• Prepares for database development and expansion by studying plans and requirements; advising senior management, business line management and technical personnel; and coordinating design and development efforts.

• Provides management oversight of standards and system controls to ensure audit readiness and compliance at all times.

• Maintains database development and support results by setting standards and controls including change management processes.

• Consults with business lines to analyze current operational procedures and learn specific input and output requirements (such as forms of data input, how data is to be summarized, and formats for reports).   Oversees the development of software and database solutions that meet customer needs.

• Projects long-range requirements for database and business application software administration and design in conjunction with senior, business line and technical management personnel.

• Plans for and provides supervision over personnel performing software and database platform upgrades and improvements.

• Interacts with IT department to satisfy internal network and operating system standards when proposing modification of information systems in place or establishing new information system solutions.

• Oversees review and auditing of data related to call detail and billing records for revenue assurance purposes.

• Provides budgetary planning and accountability for departments projects and work efforts.

• Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; and participating in professional organizations in the field of business intelligence, software applications and database management.


Other responsibilities: 

• Ability and willingness to work non-standard hours as needed.

• Performs other work-related duties as assigned.


Preferred education, experience, and skills:

Educational Requirements:

• Bachelor’s Degree from an accredited college or university in management information systems, computer engineering, computer science, business administration, accounting, or closely related fields.

Experience Requirements:

• Five to ten years of increasingly complex and progressive experience in business intelligence, management of information systems or services, business analysis, development and implementation of business software, and database applications using a variety of information technology resources.

• Experience with current technologies and, where required for the task, emerging technologies.

• Five or more years of experience in management of employees and contractors.

Skill Requirements:

• Excellent communication and presentation skills to effectively communicate information to customers and to all levels within the organization.

• Ability to read, write, speak, and understand English well.

• Proficiency with computer terminals and keyboards.

• Ability to organize and prioritize work and to meet deadlines.

• SQL Server database engine experience on contemporary versions of SQL server preferred.

• Experience with CRM systems with Oracle CRM preferred

• Experience in database administration and JD Edwards Enterprise software development and support experience preferred.

• Thorough knowledge and understanding of systems, procedures, and technology/project life cycles and management.

• Direct technical experience in related disciplines.

• Excellent root cause and impact assessment skills.

• Adept analytical skills with the ability to conduct methodical and well-reasoned analysis of performance issues.

• Possess a valid driver’s license.

• Ability and willingness to travel alone.
